Under the direction of Tim Berners-Lee, the inventor of the World Wide Web, the W3C is responsible for the majority of open technologies on which the Web is built (such as HTML, HTTP, URLs, PNG graphics, XML, etc.). The W3C creates "Recommendations", not official standards (unlike standards organizations such as ISO/IEC, Web3D Consortium, etc, which do create international standards). Note that the W3C is located in Cambridge, MA, in conjunction with MIT's Lab for Computer Science. SVG 1.0 is now an official W3C Recommendation.
